Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will focus on designing, reforming and operationalising sustainable road maintenance financing systems across ECOWAS member states.

Key responsibilities

• Assist in establishing and reforming Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical advice on sustainable financing mechanisms such as fuel levies, tolls and performance‑based funding.
• Draft and review legal, institutional and regulatory frameworks related to road maintenance financing.
• Develop transparent, decentralised and performance‑based financing models and accompanying operational manuals.
• Strengthen governance structures, accountability mechanisms and reporting procedures for RMFs.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building workshops, training sessions and technical guidance for stakeholders.
• Support monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• At least 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• Minimum 7 years of experience specifically with Road Maintenance Funds or similar infrastructure funding mechanisms.
• Proven track record in legal and institutional reforms within the transport or infrastructure sector.
• Experience working on donor‑funded programmes in developing countries, preferably in Sub‑Saharan Africa.
