Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will support policy dialogue, institutional partnerships and knowledge exchange across the African and European space sectors.

Key responsibilities

• Develop and maintain a comprehensive MEL framework, including indicators, baselines, data‑collection protocols and impact‑assessment methods.
• Lead the design, implementation and monitoring of data collection activities across multiple partners.
• Consolidate evidence, produce analytical reports and provide learning recommendations to improve programme performance.
• Coordinate with EU funding bodies and African stakeholders to ensure compliance with donor requirements.
• Support the integration of MEL findings into strategic decision‑making and programme adaptation.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
