Climate and Health Economist (Remote Consultant)
YLabs
Job description
About the role
YLabs is seeking a Costing and Evaluation Specialist (independent contractor) to lead the development of a climate-SRHR cost model for Ethiopia. The project runs for about 55 working days and is fully remote, working with YLabs' internal climate and SRHR experts and an Ethiopia-based in-country specialist. The model must be transparent in its assumptions, defensible to donors and government audiences and replicable as a global public good.
Key responsibilities
- Design and build a climate-SRHR cost model estimating the incremental cost of climate-proofing existing SRMCH investments, using methods such as ingredients-based, activity-based or incremental cost analysis
- Populate the model with publicly available datasets (World Bank, WHO UHC Cost-Effectiveness Compendium, DHS) and Ethiopia-specific inputs from the in-country specialist
- Develop an ROI framework estimating health benefits of climate-adaptive SRMCH interventions versus a business-as-usual baseline, and model amortization over 5-10 years
- Translate model outputs into decision-support tools for Ministry of Health stakeholders and donors, including a trade-off analysis tool and implementation roadmaps
- Document assumptions, data sources and uncertainty ranges, and write a reusable costing methodology for other countries and researchers
Required profile
- At least 5 years of experience in SRMNCH health program costing, economic or health evaluation, or a closely related field
- Demonstrated experience designing cost models or cost-effectiveness analyses reviewed by donors, governments or for publication
- Experience estimating health benefits or risks of different intervention pathways
- Desirable: experience at the intersection of climate change and health or SRHR, familiarity with Ethiopia's health system data, and experience presenting technical findings to government or donor audiences
Required skills
- Familiarity with WHO and World Bank costing frameworks and data sources
- Excel or equivalent modelling tools
- Google Workspace (basic)
- Strong written English and quantitative and analytical skills
What we offer
- Estimated contract length of 55 days, fully remote
- Pay benchmarked to region: US $59-$87.50 per hour (US), $24-$38.50 per hour (Rwanda); other regions set by market rate
