Policy Advisor, Fossil Fuel Transition
International Institute for Sustainable Development
Job description
About the role
IISD's Energy Program is looking for a Policy Advisor, Fossil Fuel Transition, to work within its International Strategy team. The advisor helps governments and partners advance a Paris-aligned, just, orderly and equitable transition away from fossil fuels, including reform of fossil fuel subsidies and public finance. The role involves close collaboration with government counterparts, especially in the Global South, and with researchers, intergovernmental organizations and civil society.
Key responsibilities
- Lead policy-oriented research and analysis on fossil fuel transitions, public financial flows, macroeconomic and fiscal risks, subsidies, energy security and economic diversification, and turn evidence into actionable options for decision-makers.
- Design and manage workstreams and outputs with workplans, quality checks and milestones, coordinate partners and contribute to reporting and budget management.
- Build relationships with governments, knowledge organizations, civil society and intergovernmental partners, adapting support to country needs.
- Mentor junior colleagues through task briefs, feedback, peer review and learning by doing.
- Contribute to funding proposals and partner engagement, and work with IISD Communications to turn research into clear messages.
Required profile
- Bachelor's degree in economics, public finance, development studies, public policy, natural resource management or a related field; a master's or PhD is an advantage.
- At least 5 years of experience in macroeconomic or fiscal policy, applied economic research, public finance, energy policy or fossil fuel transitions.
- Experience engaging government or public-policy stakeholders, preferably in emerging or developing economies.
- Excellent written and spoken English; proficiency in another language is an advantage.
- Availability to travel internationally; work authorization in the host country without sponsorship.
- Desirable: experience in fundraising or proposal writing, fossil fuel subsidy reform, economic diversification or technical assistance, and experience with quantitative economic or energy data.
Required skills
- Strong strategic thinking and project management in international, multi-partner settings.
- Ability to write concise policy notes and proposals for non-specialist audiences.
- Proven ability to give constructive feedback and support less experienced colleagues.
What we offer
- Remote work from eligible Global South countries or hybrid in Winnipeg, Manitoba, Canada.
- Salary commensurate with experience and location, under an Employer of Record model.
- 80%-100% full-time-equivalent, 1-year contract with possible extension.
Applications via Bamboo HR: one-page cover letter, two-page CV and optional questionnaire, submitted in English by November 27, 2026.
