CTO / CISO – Technology & Compliance Lead (Burkina Faso)

About the role

The company is seeking a senior technology executive to lead all technology governance, regulatory compliance and deployment activities for its mobile installment finance business in Burkina Faso. Reporting to the CEO and Board, the role bridges local regulatory requirements with the headquarters R&D team to ensure a secure, compliant and highly available service.

Key responsibilities

• Interpret and apply Burkina Faso financial and telecom regulations (ARCEP, CIL, WAEMU/BCEAO, SDF licensing) to all technology initiatives.
• Serve as the primary liaison between local operations and the headquarters R&D team, communicating regulatory constraints and business scenarios.
• Review and validate system architecture, deployment plans and technical solutions for regulatory compliance and security.
• Oversee local infrastructure, hosting, disaster recovery and business continuity to achieve 99.9% uptime for critical financial systems.
• Manage local technology OPEX/CAPEX budgets and vendor relationships, ensuring cost‑effectiveness and compliance.
• Collaborate closely with the CISO to align technology and security strategies, addressing risk and data protection.

Required profile

• Deep knowledge of Burkina Faso’s financial and telecom regulatory framework, especially SDF licensing requirements.
• Proven experience leading technology teams in highly regulated environments.
• Strong ability to translate regulatory mandates into actionable technical guidance.
• Excellent coordination skills with both local regulators and international R&D teams.
