Chief Technology Officer (CTO) – Mobile Installments

About the role

The Chief Technology Officer will lead technology governance, regulatory compliance, and deployment coordination for a mobile installment business operating in Burkina Faso. Working closely with the headquarters R&D team, the CTO ensures that all technical solutions meet local financial and telecom regulations while supporting stable, secure operations.

Key responsibilities

• Interpret and apply Burkina Faso’s financial and telecom regulations (CIL, ARCEP, WAEMU/BCEAO) to all technology initiatives.
• Serve as the primary liaison between local regulators and the headquarters R&D team, handling compliance inquiries and licensing documentation.
• Coordinate system deployment, testing, and launch with the headquarters team, providing localized optimization recommendations.
• Oversee local system architecture, ensuring it is compliant, scalable, and aligned with regulatory standards.
• Manage local infrastructure, disaster recovery, and business continuity plans to achieve 99.9% uptime for critical financial systems.
• Control local tech OPEX/CAPEX budgets and manage vendors for telecom, hosting, and related services.
• Collaborate with the CISO to align security measures, audit trails, data retention, and access controls with regulatory requirements.

Required profile

• Deep knowledge of Burkina Faso’s financial and telecom regulatory environment.
• Proven experience leading technology teams in regulated financial services or telecom sectors.
• Strong ability to translate regulatory requirements into actionable technical guidance.
• Excellent communication skills to bridge local and headquarters teams.
