Senior Road Asset Management Expert

About the role

NTU International is seeking a Senior Road Asset Management Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on developing and implementing climate‑resilient road asset management systems, maintenance planning frameworks, and data‑driven infrastructure management across the ECOWAS region.

Key responsibilities

• Develop and strengthen road asset management systems and maintenance planning frameworks.
• Provide technical assistance on lifecycle asset management, maintenance prioritisation, and infrastructure performance monitoring.
• Support the implementation of Road Management Systems (RMS) and related digital tools.
• Conduct technical assessments of road conditions and maintenance needs.
• Harmonise road and bridge design, maintenance, and asset management standards across ECOWAS.
• Promote climate‑resilient and environmentally sustainable road asset management practices.
• Develop maintenance strategies, asset inventories, and investment planning tools.
• Coordinate with ECOWAS institutions, national road agencies, and development partners.
• Deliver workshops, training sessions, and capacity‑building activities.
• Contribute to monitoring, reporting, and analytical outputs on infrastructure performance.

Required profile

• Master’s degree in civil engineering, transport infrastructure, pavement engineering, infrastructure asset management or a related field.
• Minimum 10 years of professional experience in road infrastructure management, road maintenance or transport engineering.
• Proven experience on transport infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• At least 7 years of experience with road asset management systems, maintenance planning or infrastructure management.
• Demonstrated use of Road Management Systems, asset inventories, pavement management systems or maintenance monitoring tools.
