Country Administrative Service Manager – Benin/Burkina Faso

About the role

The Country Administrative Service Manager will oversee all administrative functions for Huawei's operations in Benin and Burkina Faso. This role ensures that office environments, health and safety measures, employee support services, and procurement activities are efficiently managed to enable smooth business operations.

Key responsibilities

• Production Support: Plan office space, manage venue leasing, decorating, relocation, travel, immigration, and fixed‑asset management.
• Health and Safety Assurance: Establish local health‑safety systems, emergency response mechanisms, and handle safety incidents.
• Living Support: Design cost‑effective catering, accommodation, and transportation services for employees.
• Service Solution Design & Rule Development: Create and enforce administrative business solutions and national regulations.
• Administrative Procurement: Manage end‑to‑end risk, maintain supplier relationships, and liaise with government agencies.
• Internal Control Compliance & BCM Operations: Oversee risk management, business continuity planning, and compliance actions.
• Administrative Expense Management: Process procurement requests, monitor payments, ensure fund safety, and conduct expense analysis.

Required profile

• Proven experience in administrative management within a multinational or regional context.
• Strong knowledge of health‑safety regulations and emergency response procedures.
• Experience in procurement, supplier management, and government liaison.
• Ability to develop and implement administrative policies and regulations.
• Solid background in risk management and business continuity planning.
• Competence in managing administrative expenses and financial reporting.
